I haven't been doing much aside from training, and working out what the next step should be with Shadow-kun.

So I think it'd be best to multitask. Train people who want to be able to help, and try to gain as many people's trust as we can. ... Ah, I don't know if this is the right way to say it at all... [shakes her head] But it's a little like.. Maybe if we rescue enough stray cats, the owners and their neighbours will start trusting us to help in other ways.

While it's good to have it in mind that you need to show what positive the force could have, you also have to keep in mind that a force like that would be required to have some level of authority. Without establishing what their limits are, people will assume the worst rather than the best.
That is where Lucky's mistake was. A lack of definition. Though her presentation of things was also not helping much.
This means you'll need structure and order and rules and limitations. Laws are what determines the roles of these sorts of figures. Without those, you're either authority without restriction or without merit.

Mm... So, to do that, we'd need to get all of the internal stuff laid out first. I'm a little worried that if we act too assertive too quickly, people will react the same way all over again, since they're already on the defensive.

The being too assertive part would be showing your might and abilities before showing your competence and consideration for others.

This is gonna be hard. I've never tried to lead anything before... But I think there's a lot of people who'd kick me if it looked like I was starting to go wrong, and I'm definitely going to try my best. [Pauses...] Competence and consideration, huh...

This can work until something more solid in the way of governance and law-making is sorted out. It'll give some credit to the force as well as demonstrate and give you past history of what you can and are willing to deal with.
