It was a few days ago. She's a janitor now, I think.

Mm. She wasn't getting what she wanted out of it, and cleaning is a hobby for her.

... And since she's employed by Eizon-san, I guess "doing nothing" wasn't an option at all, anyway.

Ah. I see.

... so. Why see me? I'm technically not a member of the force.

You're not, but you were trying to organize things, right? I just thought you'd want to know in case anything came up.

Hm... I have been slacking on that...

It's hard to work up the motivation when most people don't seem to care... Either that, or refusing to find a compromise.

... no, it's more to do with lacking motivation myself.

But that's just as much an excuse as using other people.

Aah...

Don't try to take too much onto your own shoulders, then, okay? This kind of thing... I think you need to have your heart behind it.

Despite what some people might say, I don't go into things half-heartedly. Which would be why I haven't done much since that meeting.

[pauses, then nods]

I haven't been doing much aside from training, and working out what the next step should be with Shadow-kun.

So what have you determined so far?

[self-conscious shift] There can't be a police force until everybody agrees on what needs policing, and before we can do that, we need acceptance. That's going to take time.

So I think it'd be best to multitask. Train people who want to be able to help, and try to gain as many people's trust as we can. ... Ah, I don't know if this is the right way to say it at all... [shakes her head] But it's a little like.. Maybe if we rescue enough stray cats, the owners and their neighbours will start trusting us to help in other ways.

And we definitely won't repeat Lucky-san's mistakes.

[... oh no. it's adorable and earnest]

Hm.

While it's good to have it in mind that you need to show what positive the force could have, you also have to keep in mind that a force like that would be required to have some level of authority. Without establishing what their limits are, people will assume the worst rather than the best.

That is where Lucky's mistake was. A lack of definition. Though her presentation of things was also not helping much.

This means you'll need structure and order and rules and limitations. Laws are what determines the roles of these sorts of figures. Without those, you're either authority without restriction or without merit.

Mm... So, to do that, we'd need to get all of the internal stuff laid out first. I'm a little worried that if we act too assertive too quickly, people will react the same way all over again, since they're already on the defensive.

There's a difference between being assertive and being practical. If you show that you have an idea where your boundaries are as well as that you know what you are doing, other people will have more faith in the idea of it.

The being too assertive part would be showing your might and abilities before showing your competence and consideration for others.

[nods... runs a hand back through her hair, expression hovering between thoughtful and disgruntled determination.]

This is gonna be hard. I've never tried to lead anything before... But I think there's a lot of people who'd kick me if it looked like I was starting to go wrong, and I'm definitely going to try my best. [Pauses...] Competence and consideration, huh...

[looks down at her mop] Proving we'll use what strength we have in the right ways.

It's good to have people willing to do that for you. And most everyone gets in that position sooner or later. Relying on those people will help.

As for the proving yourselves--well, your idea about warming up to the neighbors isn't a bad one. But a suggestion...?

Mmhm?

Going along with that idea, why not start with the force as being something more voluntary. Something people can go to if they want help? The problem most people have with the idea of policing is that they don't want people to be in their business and personal affairs and feel they can resolve things themselves. If you make it a voluntary thing where people can more easily come to you for help, it will be positive for those who want the third party and for those people who would rather not have it.

This can work until something more solid in the way of governance and law-making is sorted out. It'll give some credit to the force as well as demonstrate and give you past history of what you can and are willing to deal with.

That's what I was thinking, anyway. It wouldn't work any other way—or, at least, I know I couldn't do it any other way. Not right from the start.

I'd advise against it if you believed you were.

Smacking dumb boys upside the head when they're dumb is one thing; trying to force something like that on people when they don't want it is...

It wouldn't be right.

Right.

And that's where Lucky was going wrong.

I'd hoped that I'd be able to keep her from doing anything too crazy, when I joined.

But now that she's quit, I'll focus on not repeating her mistakes. [Easy enough, as Lucky's mistakes are completely against Aoko's nature in the first place. '-'b]
