No, these Robins are entirely different people. Robin is just an alias. I couldn't explain why there are two Shinichis any better than I could tell why this place exists at all.

Mm, he's definitely him. The only differences are their experiences, and one having found a cure. I can only imagine how heavy this all may be a blow to him.

--ah, I didn't just mean you specifically. He's stuck in that form while constantly facing another version of himself that's found a cure, and has at least tried to strike out at the Black Organization. And even if you aren't his. . .ah, specific Ran, you're still technically his. . .well. Dead girlfriend. It's a lot to shoulder, especially when you aren't familiar with bizarre, other worldly happenings like our Shinichi is.

In short, he's going to have a lot on his mind and likely a mix of emotions he won't admit to immediately. Their stubbornness is something that hasn't changed a bit.
